A Brief Guide to the New Care Workforce Pathway
The UK government, in collaboration with Skills for Care, recently introduced the first phase of the Care Workforce Pathway. The goal of this initiative is to improve the skills and motivation of the adult social care workforce.
What is the Care Workforce Pathway?
The pathway was developed in response to a call for evidence and extensive research in the care sector. It outlines a framework including knowledge, skills, values and behaviours that are vital for success in the sector. It also includes a clearly defined progression structure. The pathway aims to reflect the realities of adult social care in the UK and build on existing good practices while evolving with changes in the sector.
Role Categories
The pathway outlines four role categories:
A: New to Care
B: Care or Support Worker
C: Supervisor or Leader
D: Practice Leader
More role categories may be developed in the future to represent deputy managers, enhanced care worker roles, etc.
The pathway details responsibilities, behaviours, knowledge and skills expected for each role. It also suggests learning and development opportunities for individuals in each role to help them progress in their careers.
Wider Workforce Reforms
The government is supporting the implementation of the pathway by funding hundreds of thousands of training places. This includes the introduction of the new Care Certificate Level 2 qualification among other courses (e.g. learning disabilities, autism and a digital skills passport).
What Happens Now?
Leaders and managers in the adult care sector can use the pathway’s framework to inform and facilitate the learning and development of their employees. Further updates from the government and Skills for Care are expected in summer 2024.

Transforming Care: The New Level 2 Adult Social Care Certificate Qualification
As specialists in Health and Social Care education, we are excited to share insights on the new Level 2 Adult Social Care Certificate Qualification. This qualification, set to launch in June 2024, creates a standardised baseline for care workers in regulated and non-regulated care settings.
Who is the Level 2 Adult Social Care Certificate for?
The Level 2 Adult Social Care Certificate qualification is designed for those in care worker and community support roles aged 19 and above in England. The qualification takes 6-8 months to complete. This involves on-the-job learning, formal assessment, training, and workplace supervision.
What do employers need to do?
Employers play a crucial role in supporting and supervising staff to make sure they complete their training. To qualify for funding, employers must be on the Adult Social Care Workforce Data Set. Exclusive government funding is available for adult social care settings, and healthcare staff can pursue it with employer funding.
Is the Level 2 Adult Social Care Certificate mandatory?
This is not a mandatory qualification. However, the government aims to make the Level 2 Adult Social Care Certificate the standard for new care workers. It aligns with existing mandatory training requirements and new sector developments to meet the evolving needs of the care workforce.
What is included in the Level 2 Adult Social Care Certificate?
The qualification features updated learning outcomes consistent with the Core Capabilities Frameworks, emphasising learning disability and autism training. Learners at regulated service providers must attend training that meets the Oliver McGowan code of practice before completing the qualification. See our advice on the Oliver McGowan code of practice.
The Level 2 Adult Social Care Certificate is part of the government’s £75 million plan to establish a universal career structure in social care. See our guidance on the Care Workforce Pathway.
The new qualification represents a significant shift in the social care sector to address the challenges of non-uniform training.

How To Make Education More Inclusive
The International Day of Education takes place on 24th January 2024. This year’s theme is “learning for lasting peace,” emphasising the importance of education to address issues such as violence, discrimination and hate speech. At Advantage Accreditation, we agree that access to quality education is vital to address these issues, and we strive to improve the quality of education across the globe.
One of our many quality standards includes aspects of equality, diversity and inclusion in course materials. Our learning materials are carefully designed to be as inclusive as possible. In providing feedback on our centres’ original courses, we often encourage changes to content and learning methods. Some of these changes will be to make courses more inclusive and celebrate the diversity of learners.
Here are tips on how to make your courses more inclusive:

- Make content accessible to learners with different ability levels
- Prepare alternative learning methods for learners with additional needs (e.g. learning disabilities, visual impairment, etc.)

Many other organisations are involved with the International Day of Education 2024. The United Nations Educational, Scientific and Cultural Organization (UNESCO) promotes education as a human right. On 24th January 2024 they will provide online training for teachers worldwide, helping educators create an inclusive and peaceful learning environment. UNESCO also emphasises the need for equal access to education worldwide.
The World Bank has highlighted the importance of early education and literacy. They have created campaigns to combat learning poverty and provide books and support for parents, especially in low-income countries.

£75 Million to Train the Care Workforce
The UK government recently released plans to transform the domestic care workforce with a £75 million initiative. This is led by the Department of Health and Social Care (DHSC), who intend to introduce a comprehensive national career structure, accredited qualifications, and improved training opportunities.
The Care Workforce Pathway is designed to develop the careers of those in adult social care roles. Over £50 million has been allocated to create a Level 2 Adult Social Care Certificate qualification. This will equip care workers with the skills and knowledge they need to perform their roles and develop their careers. Of the remaining funds, £20 million will be invested in apprenticeships in social work and nursing. The government will also subsidise some training and develop a new digital leadership qualification.
This initiative aims to develop the skills of care workers in order to reduce turnover in the sector and attract fresh talent. Oonagh Smith, CEO of Skills for Care, has expressed support for the initiative, emphasising the importance of learning and development on workers’ skills and motivation.

In 2022, Carers Rights Day delved into the theme of “Caring Costs,” revealing the profound financial, physical, and mental toll experienced by family carers. The Carers Trust survey results, unveiled on 29th November, underscored the challenges magnified by the cost-of-living crisis. The day aimed to raise awareness of the struggles faced by carers, making them cognisant of their rights and fostering local support.
Carers UK, a stalwart advocate for carers’ rights, continues its tireless campaigns for improved conditions. From championing flexible working arrangements and healthcare priority to securing discrimination protection and paving the way for the upcoming Carer’s Leave Act in 2024, the organisation takes a comprehensive approach. Carers UK seeks not only recognition but also support and enhanced conditions for carers through continuous advocacy efforts.
Diverse organisations actively engage in Carers Rights Day by organising events, launching social media campaigns, and providing valuable resources to empower carers. Research by Carers UK indicates that many carers miss out on support due to delayed recognition of their role, impacting their health and finances. Encouragingly, there is a positive trend with a 10% increase in first-year recognition, showcasing the tangible impact of awareness campaigns. Carers UK aims to reach and inform 6.5 million UK carers about their rights and available support, ensuring that caregivers are not alone in their journey.

Empowering People on World Diabetes Day
Every 14th November is World Diabetes Day. This day raises awareness about diabetes, its impact on health, and the measures we can take to manage it. We want to highlight the value of preventive measures and high-quality education. Here, we explore key facts about diabetes and the role of training for care staff.
Diabetes is a global health concern with staggering statistics that demand our attention. Diabetes is also a major cause of several severe health issues, including blindness, kidney failure, heart attacks, stroke, and lower limb amputation. It increases the risk of tuberculosis, mental health issues, and vulnerability to diseases such as COVID-19.
Around 90% of people with diabetes have Type 2 diabetes (Diabetes UK). Type 2 diabetes is often preventable through a healthy diet, regular exercise and avoiding tobacco.
This year, the number of people living with diabetes in the UK surpassed 5 million (Diabetes UK). The increase in cases is likely due to an increase in risk factors. 25.9% of adults in the UK were obese in 2022, increasing from 25.2% in 2021 (UK Government).
As an accreditation body, we want to stress the value of high-quality training for care staff. Proper education will enable staff to manage diabetes in service users and help prevent further health issues from developing. Through our Diabetes and Insulin Administration courses, we aim to:
